That's a UN project that they are doing in Rio. I'm not really familiar with a lot of the details but anything that we have seen so far put out by the UN in large projects like this have always been within the system. They try and manipulate things within the system, I can't say for sure about this one, but everything that I've seen with them doesn't offer another social design or a whole new social system to work things out. They put band-aids on what already exists and try and perpetuate what exists.
